Active Shooter & Medical Emergency Preparedness Training Course

*** AS PER FDNY, ACTIVE SHOOTER CLASSES CAN BE COMPLETED AFTER SEPTEMBER 4TH UNTIL FURTHER NOTICE

The 2014 Fire Code was also updated to cover non-fire emergencies, such as situations involving active shooters and medical emergencies.  This rule requires persons applying for an FLS Director certificate of fitness to obtain training in these areas.

Beginning March 1, 2020, all occupancies currently required to be staffed by a Fire Safety/EAP Director or Fire Safety Director are required to be staffed instead by a person holding an FLS Director certificate of fitness.

This rule sets forth the procedure and timeframes by which current Fire Safety/EAP Directors and Fire Safety Directors must transition to the new FLS Director certificate of fitness:

  • Fire Safety/EAP Directors, who have been trained in non-fire emergencies, must complete an active shooter and medical emergency training course from an accredited training school (based on a curriculum recently developed by the Fire Department and the New York City Police Department) by the earlier of September 4, 2017 or the date of expiration of the Fire Safety/EAP Director certificate of fitness, in order to obtain their new FLS Director certificate of fitness.  No Fire Department written or on-site (practical) examination will be required for active Fire Safety/EAP Directors who timely complete the active shooter and medical emergency training course.

 

  • Fire Safety Directors, who do not hold the EAP certificate of fitness and have not been trained in non-fire emergencies, must complete an active shooter and medical emergency training course by the earlier of September 4, 2017 or the date of expiration of the Fire Safety Director certificate of fitness.  Fire Safety Directors must thereafter complete a full course in non-fire emergencies by the earlier of September 3, 2018 or the date of expiration of the Fire Safety Director certificate of fitness.  Fire Safety Directors may, if they wish, take the full course (which includes training in active shooter and medical emergencies) by the earlier of September 4, 2017 or the date of expiration of the Fire Safety Director certificate of fitness, instead of the two courses.  Upon completion of the full course, Fire Safety Directors must apply for the new FLS Director certificate of fitness and complete the necessary written examination by the earlier of March 1, 2020 or the date of expiration of the Fire Safety Director certificate of fitness.

 

The certificates of fitness for Fire Safety/EAP Directors and Fire Safety Directors who do not comply with these requirements, or who fail the applicable FLS Director written examination, will be suspended and the holder may be required to apply as a new applicant.

 First-time certificate of fitness applicants must comply with the new FLS Director certificate of fitness requirements, including attending and successfully completing an accredited course that includes fire safety and non-fire emergency training, and passing written and practical Fire Department examinations.

The below requirement is ONLY for students in possession of a CoF:

*The FDNY has mandated that the accredited school to personally submit a copy of students Certificate of Fitness number, a separate check or money order of $5.00 made payable to FDNY along with the address where the student would like their CoF mailed to. The check or money order of $5.00 must be submitted to us the day of class because the FDNY has a 24 hour window for us to deliver to headquarters. If not submitted on class day, your information for the fire department will be witheld until the next Active Shooter class.

BOMR Refrigeration Recertification Course

Building Operation Maintenance and Record-keeping Course

All refrigerating system operating engineers (RSOE) must complete a continuing education course in building operation, maintenance and record-keeping from a Fire Department-approved continuing education program . This will ensure that operating engineers, who typically have other important responsibilities relating to building operation and maintenance, are familiar with applicable Fire Code requirements, which have undergone a comprehensive revision in 2008 and were revised again in March of 2014. This course is required of all Certificate of Qualification holders, including those that may currently not have a work location registered with the Fire Department. All Certificate of Qualification applications for renewal on or after January I , 2016 must submit evidence of having completed such course. The new modules will cover primary fire protection systems, other fire safety related building systems and fire safety operational and maintenance requirements.

Consolidated Fire Safety Director (F-58/Z-50)

Acquire the necessary skills to be a Fire Safety Director in a high-rise business building, hotel/motel high-rise or hospital. As a Fire Safety Director, you are responsible for ensuring all fire safety regulations are in compliance as well as implementing the fire safety plan. Learn how to operate the fire alarm system panel at the Fire Command Center, make voice announcements during a fire emergency, supervise floor evacuations and liaise with the fire department upon their arrival.

Candidates must be at least 18 years of age, and have minimum 3 years fire related work experience, or building management experience subject to FDNY evaluation. 

Upon completing and passing the Consolidated Fire Safety Director’s exam at the Fire Science Institute, candidates must then take a computerized 100-question exam at FDNY Headquarters and pass a final on-site test at their place of employment for an additional cost to receive the Certificate of Fitness as a Fire Safety Director that is valid for three years.

Emergency Action Plan Director (F-59)

In accordance with Local Law 26, all office buildings are required to submit an emergency action plan that specifically addresses and mitigates emergencies other than fires.

The Emergency Action Plan Director is responsible for evacuations during non-fire emergencies by man-made disasters such as explosions, biological, chemical or hazardous material incidents or releases, and natural disasters or other perceived threats.

Interested candidates must possess a Fire Safety Director certificate of fitness for the location listed on the application.

After completing and passing the Emergency Action Plan Director exam at the Fire Science Institute, candidates must then then take a computerized 100-question exam at FDNY Headquarters, and pass a final on-site test at their place of employment to receive the Certificate of Fitness as an Emergency Action Plan Director that is valid for three years.

Coordinator of Fire Safety and Alarm Systems in Homeless Shelters (F-80)

Persons performing the duties of the Coordinator of Fire Safety and Alarm Systems in Homeless Shelters must hold an F-80 Certificate of Fitness, be trained and fully capable of operating the fire alarm control panel in the shelter in which they are employed. Topics include procedures to prepare for emergencies, fire alarm systems, sprinkler systems, standpipe systems, and portable fire extinguishers.

This is a site-specific course for fire coordinators of homeless shelters that will replace the F-24 Certificate of Fitness after July 31, 2014.  Individuals who are submitting their application for the first time or have not renewed prior to August 1, 2o13 are required to take this course and obtain the F-80 Certificate of Fitness.
